Chapter One: Introduction

1.1 Background of the Study

Political corruption is a pervasive issue that affects governance, particularly in the delivery of public services. In Gombe LGA, Gombe State, corruption has been a key barrier to effective public service delivery. Corruption in the form of embezzlement, bribery, nepotism, and misallocation of resources leads to inefficiency, poor infrastructure, and underdeveloped public services. The local government is responsible for critical public services, including healthcare, education, sanitation, and infrastructure. However, the effect of political corruption on these services has led to a cycle of poverty, disillusionment, and low trust in government among the residents (Aliyu, 2023).

This study seeks to explore the extent to which political corruption has impacted public service delivery in Gombe LGA, examining both the direct and indirect consequences of corrupt practices on the quality and accessibility of public services. It aims to assess how corruption hinders the effective implementation of government policies and the equitable distribution of resources at the local level.

1.2 Statement of the Problem

Political corruption has led to a significant deterioration in public service delivery in Gombe LGA. Despite the availability of government resources, mismanagement and embezzlement of funds have resulted in substandard infrastructure, poor healthcare, inadequate educational facilities, and overall dissatisfaction among the local population. This study will investigate how corruption within local political structures affects the quality of life for citizens and whether it undermines the development goals of the local government.

1.3 Objectives of the Study

1. To assess the impact of political corruption on the delivery of public services in Gombe LGA.

2. To examine the relationship between corruption and the misallocation of public resources in Gombe LGA.

3. To explore the broader implications of corruption on governance and public trust in Gombe LGA.

1.4 Research Questions

1. How does political corruption affect the delivery of public services in Gombe LGA?

2. In what ways does corruption influence the allocation and utilization of resources in Gombe LGA?

3. What are the broader social and political consequences of corruption on governance and public trust in Gombe LGA?

1.5 Research Hypotheses

1. Political corruption significantly affects the delivery of public services in Gombe LGA.

2. Corruption leads to the misallocation of public resources in Gombe LGA.

3. Corruption undermines public trust and confidence in the governance of Gombe LGA.

1.6 Significance of the Study

This study will shed light on the detrimental effects of political corruption on local governance and service delivery. By focusing on Gombe LGA, it will provide critical insights into the mechanisms of corruption at the local level and offer policy recommendations aimed at reducing corruption and improving public service efficiency. The findings will be valuable to local government officials, policymakers, and civil society organizations working to promote transparency and accountability in governance.

1.7 Scope and Limitations of the Study

The study will be confined to Gombe LGA, focusing on the impact of political corruption on public service delivery within this locality. It will not address corruption at the state or national levels. Limitations include potential challenges in obtaining accurate data from government officials and citizens due to the sensitive nature of corruption-related topics.

1.8 Operational Definition of Terms

• Political Corruption: The abuse of political power for personal gain, including bribery, embezzlement, and favoritism in decision-making.

• Public Service Delivery: The provision of essential services such as healthcare, education, and infrastructure by the government to its citizens.

• Resource Misallocation: The inefficient or improper distribution of public resources due to corruption or mismanagement.
